These plans are available through the federal Marketplace at HealthCare.gov and through licensed insurance agents who are certified to help consumers enroll.
All ACA plans must include:
No-denial coverage (you can’t be turned away for pre-existing conditions)
$0 preventive care, such as annual checkups, cancer screenings, and vaccines
Essential health benefits, including hospitalization, prescription drugs, maternity care, mental health services, and more
Income-based subsidies that reduce monthly premiums and out-of-pocket costs
Many people are surprised to learn that most households qualify for discounts, especially in Kentucky, where the majority of enrollees pay less than $20 per month—and many pay $0 per month.
How ACA Subsidies Work
The ACA provides two types of savings:
1. Premium Tax Credits

Who Qualifies for ACA Health Insurance?
Almost everyone can qualify for an ACA health plan. You may be eligible if:
✔ You are a U.S. citizen or legal resident
Including U.S. nationals and “lawfully present” individuals.
✔ You don’t have access to affordable employer insurance
If your employer coverage is too expensive or does not meet ACA standards, you may still qualify.
✔ You are not eligible for Medicare
Medicare-eligible individuals are not allowed to enroll in Marketplace plans.
✔ Your income is within subsidy limits
Most people with low to moderate income qualify for reduced premiums. There is no longer an upper income limit for subsidies—the Marketplace now bases savings on your income relative to the cost of coverage.
✔ You are a self-employed individual, contractor, part-time worker, or unemployed

When Can You Enroll?
Open Enrollment Period (OEP): November 1 – January 15
This is the primary time of year when anyone can enroll or switch plans.
Special Enrollment Period (SEP)
You can enroll outside OEP if you experience a qualifying life event, such as:
Losing employer coverage
Moving to a new state or county
Getting married or divorced
Turning 26 and aging off a parent’s plan
A change in immigration status
